Road safety practice is concerned with managing the safety of the road transport network by a system comprising multiple public institutions focused on improving safety performance. In good-practice countries, a designated lead agency plays a defining role in specifying, directing, and integrating this system management process. The guidelines presented here outline procedures that policy makers can use to review a country’s system management process, identify system management strengthening priorities, and specify initiatives to address them. They build on experience gained from the previous editions of Global Road Safety Facility (GRSF) guidelines which supported implementation of the recommendations of the World Report on Road Traffic Injury Prevention. Those recommendations addressed road safety at the system level and placed top priority on establishing a lead agency to guide the national road safety effort. The guidelines presented in this report reinforce this priority and the related recommendations. The guidelines are designed to support efforts by senior government officials and specialists in low- and middle-income countries (LMICs) responsible for country road safety to strengthen system management processes and scale up road safety financing. Review findings enable the identification and prioritized specification of system management strengthening initiatives in LMICs that address shortfalls in road safety performance. The guidelines take a pragmatic approach to meeting this challenge. They recognize that under-resourced management processes at the system level are a major barrier to progress that must be overcome if sustainable performance gains are to be achieved. The guidelines refer to a country management review, as they are designed for applications mainly at the national government level. They can also address all levels of government - national, state, city, and local - separately or in some combination. The guidelines allow for flexibility in their application. Country differences must be identified during the review preparation phase to ensure that review procedures are adapted to them. Review findings will differ, depending on country contexts. Irrespective of the level of country capacity, the review procedures remain the same.

Mauritius has achieved remarkable development gains since independence, moving from a sugar-dependent, low-income economy to a diversified upper-middle-income country through two sustained, export-led growth waves. But that model is losing momentum. As fiscal pressures rise, the population ages, competitiveness weakens, and productivity gains fail to generate enough good jobs, Mauritius urgently needs a new wave of sustained growth acceleration - one driven by a decisive shift toward higher value-added activities, especially modern services, that can sustain productivity growth and create more and better jobs.

Growth is expected to strengthen from 0.5 to 2.2 percent over 2025–28, supported by recovering domestic demand and exports. Fiscal policy is expected to narrow the deficit and stabilize debt over the medium term, driven by expenditure restraint and lower interest costs despite spending pressures. Poverty at US$ 8.3 (2021 PPP) is projected to fall to 18.7 percent by 2028 through expanded social programs and resumed growth.

Despite the ceasefire following the Gaza conflict, its economy remains in near-total collapse, with flare-ups of hostilities, persistent restrictions, and stalled reconstruction preventing recovery. In the West Bank, restricted access to the Israeli labor market and revenue withholdings by Israel have deepened the fiscal crisis and exacerbated economic distress. The outlook hinges on security conditions—locally and regionally—Gaza's reconstruction, and Israeli restrictions.

Eswatini’s growth is projected to stabilize below 4 percent in 2026–27, supported by established industry, services, and public investment. Weak and volatile private investment continues to constrain job creation and poverty reduction. Fiscal pressures are intensifying, with public debt expected to reach about 51 percent of GDP in 2026. Stronger expenditure controls, efficient public investment, and reforms to attract private capital are essential. Risks are tilted to the downside.

Growth is projected at 5.4 percent in 2026, driven by mining, services, and construction. Fiscal pressures have intensified amid higher energy prices linked to the Middle East conflict, renewed inflation, and conflict in the east. The Ebola outbreak further clouds growth prospects. With over four-fifths of the population in extreme poverty and capital-intensive growth creating few jobs, reforms should focus on accelerating structural reforms to boost private sector development beyond extractives.

Growth is projected to remain subdued at 3.4 percent in FY27. While resilient remittance inflows should support private consumption, elevated energy prices and supply disruptions, banking sector weakness, and fiscal pressures continue to weigh on investment. Amid sluggish growth and weak labor market conditions, poverty and inequality are projected to remain elevated in the near term.
