The development objective of the Gulf of Guinea Northern Regions Social Cohesion Project for Cote d'Ivoire is to improve regional collaboration and the socioeconomic and climate resilience of border-zone communities in the target northern regions of the Gulf of Guinea countries exposed to conflict and climate risks. The additional financing responds to the rising influx of refugees from the Sahel, mounting pressures on basic services and natural resources, and deteriorating security in northern border areas, and seeks to scale up support so that refugee and host communities can access services, documentation, livelihoods, and climate-resilient local infrastructure while consolidating social cohesion. The Bank will work through existing project components to expand community-driven investments in approximately 250 refugee-hosting localities across six northern regions, financing climate-resilient water and sanitation facilities, health posts, school infrastructure, agro-pastoral and irrigation assets, rural markets, energy and information and communication technology installations, and mixed refugee-host income generating activities; these interventions will include at least 300 income generating activities and are expected to create at least 12,000 job opportunities with an emphasis on women and youth. Capacity building will strengthen inclusive local development processes and institutional support for refugee protection by assisting the Directorate for Aid and Assistance to Refugees and Stateless Persons (DAARA) to clear registration backlogs, issue refugee identity cards, facilitate birth registration for refugee children, and improve access to education and health, including temporary school cost support and enrollment in the national health coverage scheme, implemented in coordination with national authorities and with attention to climate and conflict risks. Regional collaboration will be reinforced through cross-border dialogue, data and research on fragility and displacement, and peer learning to harmonize approaches across the subregion, while project management will sustain fiduciary, environmental and social, and monitoring and evaluation functions and maintain a zero-allocation Contingent Emergency Response Component for eligible crises. The project intends to reach about 270,000 additional beneficiaries, including roughly 50,000 refugees and 220,000 members of host communities, by translating recent policy advances on refugee protection into tangible improvements in access to services, legal identity, livelihoods, and community infrastructure, strengthening trust between citizens and local authorities, reducing resource-related tensions, and enhancing climate adaptation through resilient designs and participatory risk assessments, thereby contributing to improved regional collaboration and sustained prevention of fragility spillovers.

For workers moving from coal-related employment to non-coal sectors, one-time friction costs associated with making the transition can amount to 0.70-4.59 years of average annual South African wages for coal mine workers and 0.12-3.74 years for electricity-sector workers. Once in non-coal sectors, these workers can also face annual wage losses of 29-57 percent and 37-61 percent, respectively, in the absence of transition support. These estimates do not account for sectoral amenity values, such as differences in occupational health risks and working conditions, which may offset some of the welfare losses implied by wage differences alone. Together, the estimates quantify barriers to worker reallocation that transition-support programs, including CIF ACT, are designed to address by easing mobility frictions and supporting workers through the transition.

The objective of the project is to strengthen disaster preparedness and resilience in Istanbul against earthquake and multi-hazard risks by building institutional capacity in three areas: gender-responsive shelter management, inclusive emergency preparedness for vulnerable populations, and BCP for industrial zones. This will be achieved through diagnostic assessments, guideline development, and targeted capacity-building activities. The grant will support the development and piloting of a gender-based violence (GBV) Prevention and Response Guideline for disaster shelters, strengthen AFAD’s capacity, improve first responders’ ability to support vulnerable populations, and enhance community-level preparedness in targeted districts. It will also strengthen the resilience of Organized Industrial Zones by expanding business continuity planning approaches. The resulting tools, guidelines, and trained personnel will improve preparedness, coordination, and economic resilience in Istanbul, while providing replicable models for Türkiye’s national DRM system.
