This guide presents a tiered framework of interventions organized around what countries can do to strengthen climate health governance, and which tools can help them do it. The guide is organized into three tiers reflecting the maturity of a country's climate health governance systems, from initial mandate-setting and stakeholder engagement through the advanced coordination, data systems, and whole-of-government approaches that characterize climate leadership. What remains constant across all tiers are the core enablers of effective governance: clear legal mandates and accountability structures, cross-sectoral coordination tied to budgets, evidence guided planning, meaningful participation, and the anticipatory capacity to plan for uncertainty rather than simply respond to it.
