Overview & Synopsis

Madhesh Province, despite its cultural and economic importance, faces severe educational disparities compared to other provinces in Nepal. With a literacy rate of approximately 64%, the lowest nationwide, and significant gender gaps—72% male literacy versus 55% female literacy—the province struggles with systemic inequities rooted in poverty, caste discrimination, and inadequate educational infrastructure. Nationally, Nepal’s literacy rate stands at 76.2%, highlighting Madhesh’s lag due to chronic underfunding, with only 6% of its provincial budget allocated to education, alongside teacher shortages and political interference in school management. Human development indicators further underscore these challenges, with Madhesh ranking lowest among Nepal’s seven provinces in both the Human Development Index (0.51) and Gender Development Index (0.929). Historically, Madhesh was a fertile ground for education, producing notable educators who contributed significantly to Nepal’s educational landscape. However, recent trends reveal a decline, with many families compelled to send their children to schools outside the province and a growing reliance on labor migration. Approximately 14% of children in Madhesh have never attended school, and dropout rates remain alarmingly high, particularly in community schools. The province also experiences a disproportionate share of children engaged in income-generating activities, which further hampers educational attainment. These persistent disparities pose significant challenges to achieving Sustainable Development Goal 4 (SDG 4), which aims for inclusive and equitable quality education for all. Despite some progress, Madhesh’s educational indicators continue to lag behind national averages, threatening the principle of Leave No One Behind (LNOB) central to the SDGs. Addressing these issues requires concerted efforts to improve infrastructure, teacher quality, governance, and equitable resource allocation, alongside targeted interventions to overcome socio-economic and cultural barriers. Keywords: poverty, caste discrimination, inadequate infrastructure, Sustainable Development Goals, Leave No One Behind, educational disparities
