Overview & Synopsis

The confrontation of war is the best test of the stability of the state and the strength of its institutions, showing its strengths and weaknesses, risks and opportunities in the fiercest competition. War, as a rule, is sustained by those states that understand the seriousness of this challenge and begin to prepare for it even in peacetime. For such preparation, it is important to introduce strategic thinking and an appropriate culture in the development of the state. Strategic planning should become the main vision of the development of any state, and especially a country in the face of the risk of permanent war. In the 21st century, the frequency of the repetition of war has increased, and the likelihood of facing such a threat today is much higher than a hundred or two hundred years ago. Therefore, the development of a security strategy becomes an existential necessity for states. The search for a methodology for the development and evaluation of safety begins with the recognition of the need to implement a culture of strategic safety mission.
