Building Malaysia’s Future Government : Unlocking Public Sector Productivity with GovTech
Overview & Synopsis
This report examines Malaysia’s public sector digital transformation and the role of GovTech in improving government productivity, efficiency, and service delivery. Building on the Public Sector Digitalization Strategic Plan (2021–2025), the study highlights Malaysia’s progress in establishing strong digital foundations through initiatives such as the Ministry of Digital, the National Digital Department, MyGovCloud, MyDigital ID, and the MyGDX data-sharing platform. These efforts have strengthened digital governance, enhanced service accessibility, and supported cross-agency collaboration. Drawing on findings from the 2025 GovTech Skills Survey of more than 16,500 civil servants, the report identifies key achievements in foundational digital capabilities while highlighting challenges in advanced digital skills, talent management, data sharing, and organizational culture. Benchmarking against international standards, including the World Bank’s GovTech Maturity Index, the report concludes that Malaysia is well-positioned to accelerate its GovTech journey but must continue investing in digital talent, interoperable systems, user-centered design, and modern data governance. The report provides a practical reform roadmap centered on Platforms, Policies, People, and Participation to help build a more agile, productive, and citizen-focused government capable of supporting inclusive and innovation-driven growth.
