Mozambique - First Phase of the Jobs, Social Cohesion and Community Resilience in Northern Mozambique Program Project
Overview & Synopsis
Jobs, Social Cohesion and Community Resilience in Northern Mozambique - Phase I for Mozambique has the development objectives to strengthen community engagement, improve economic inclusion, and increase access to resilient infrastructure in targeted areas of the northern region under a Multiphase Programmatic Approach (MPA). Component 1: Strengthening Community and Government Collaboration supports inclusive, regular dialogue and planning by activating a Northern Regional Consultative Forum (NRCF) and provincial observatories, and mobilizing district-level Consultative Councils with transparent procedures; Sub-component 1.1: Mobilizing dialogue forums finances semi-annual cross-province and district-community platforms, clear communication on objectives and representation, and operating costs and training; Sub-component 1.2: Developing District-level Development Plans incorporates climate resilience into the Ministry of Planning and Development’s participatory tool, trains provincial and district teams, and, through community mapping facilitated by competitively recruited Community Facilitators, prepares District-level Development Plans (DLDPs) that include one locality-prioritized, job-creating flagship project with an operation and maintenance plan, endorsed by district and provincial authorities. Component 2: Improving Access to Economic Opportunities and Jobs expands inclusive livelihoods and market-relevant skills; Sub-component 2.1: Supporting cash transfers, youth upskilling, and women and youth socio-economic enterprises provides conditional cash transfers using adapted government social protection systems to stabilize consumption and seed microbusinesses, establishes Skills Incubation Centers (SICs) in each province to offer technical, vocational, and climate risk management training aligned with a market needs assessment, and offers enterprise sub-grants for women and for youth and persons with disabilities to implement business plans, integrate basic climate risk measures, and generate jobs; Sub-component 2.2: Providing gender-based violence (GBV) and psycho-social support services delivers awareness campaigns, community engagement using the Gender Action Learning System, and strengthened referral pathways for medical, psycho-social, and legal services in coordination with ongoing GBV system-strengthening efforts, helping survivors participate in economic activities. Component 3: Improving Access to Climate Resilient Infrastructure expands resilient community and public assets; Sub-component 3.1: Providing climate resilient community infrastructure finances the design, development or rehabilitation, and supervision of locality-prioritized community projects with district procurement and community participation in labor and oversight, supported by the National Public Works Administration (ANOP); Sub-component 3.2: Providing climate resilient public infrastructure rehabilitates or constructs prioritized schools, health facilities, administrative buildings, markets, water systems, and staff housing in ten districts of Cabo Delgado, integrates resilient siting, drainage, and materials, engages local labor, and prepares damage and vulnerability assessments and bidding documents for future investments in Niassa and Nampula. Component 4: Improving Project Management and Coordination and Financing a Learning Agenda strengthens the Northern Integrated Development Agency’s program coordination unit, provincial and district teams, and dialogue forums; supports fiduciary, environmental and social risk management, monitoring and evaluation, and communications; develops a climate finance roadmap; and implements a structured learning agenda with capacity evaluations, impact assessments, perception surveys, and iterative beneficiary monitoring to inform adaptive management and sustainability. Component 5: Contingent Emergency Response enables rapid reallocation to address eligible crises through a pre-agreed manual and emergency action plan.
