Moving to graduate-level teacher preparation and intensive clinical training will not magically institutionalize the knowledge base in teacher education. Teacher educators need to embrace the Carnegie report's intellectual and professional approach to what teachers ought to know, and its endorsement of the legitimacy and significance of teacher education.
