A paradox marks bilingual education in the United States. On the one hand, many states encourage high school students to learn a second language by awarding them seals of biliteracy on their diplomas. On the other, young children who come to school with skills in languages other than English are not encouraged to retain these skills and are even penalized for using them. Yet bilingual education benefits all children, including native English speakers. State policymakers can unlock the full benefits of bilingual education by supporting dual language learners from an early age and expanding access for English-only speakers.

Women in the United States have outpaced men in both voter participation and educational attainment in recent decades. Since education is closely tied to political participation, we consider these trends in tandem and assess how much of the gender gap in voting is attributable to differences in educational attainment, differential returns to education, or other, non-education-related elements. Using comprehensive educational data from Massachusetts students matched with voter records, the researchers estimate a Blinder-Oaxaca-Kitagawa decomposition to understand how these factors contribute to gender voting differentials.

No state board of education shifted in partisan control, and only five seats saw a shift in political party out of 27 races that were contested in the general election. This policy update looks at the results of governor elections, elected chief state school officers, elected state boards, and ballot initiatives.
