Changing demographics in American school systems necessitate educators to better prepare themselves to work with students from diverse backgrounds. Moreover, culturally diverse (CD) students are disproportionately represented in special education, indicating a need to investigate assessment for identification purposes. We, the authors, believe that examining current research in higher education will highlight the need for effective special education teachers prepared to teach CD learners with challenging behaviors. This article is a review of existing literature related to educating CD students with challenging behaviors and preparing special education teacher candidates for this population.

The Labour Party has been in power for the past 13 years in the UK. What is its legacy in education? What have been the salient aspects of its policy interventions, and what impact have these policies had on the practice of English teachers? With its assumption of a straightforward correlation between education and economic development, New Labour's education policy needs to be seen primarily as a failure of politics--an abandonment of any commitment to social justice in pursuit of a standards agenda that reduces teachers to a condition of mere compliance and education to a set of commodities.

In this article we report on our study that explored internationalization in higher education institutions as it relates to two levels of "culture"--institutional culture and national higher education culture. We examined two leading research-intensive universities, "Coastal University" (Australia) and "Prairie University" (U.S.A.), which have similar institutional cultures (as theorized by Bergquist & Pawlak, 2008) yet reside in different national higher education contexts. Through cross-case analysis, we examined internationalization strategies as they relate to institutional culture and sought to draw inferences about the influence of national higher education cultures on these strategies. We propose the need to examine these cultures when developing internationalization strategies within institutions.

This article reviews history, analyses principles and presents a modern interpretation of advanced engineering education (AEE). AEE originated in France, was adapted in Germany and reached its zenith in the second half of the twentieth century as part of technological efforts induced by the space race. AEE is an enhanced form of education aimed at producing inventors, thinkers and leaders capable of bringing new technological changes and scientific revolutions. AEE introduces a challenging educational environment that is generally addressed to the most enthusiastic and capable students; it is not necessarily suitable for the mainstream education. The role of AEE is projected to increase as the world becomes a global knowledge society.

Diverse actors and organizations representing governments, civil society, international agencies, and the private sector participated in consensus-building and negotiation activities toward shaping SDG 4 and outlining the priority targets and indicators for which all education stakeholders would have collective responsibility to meet. As the United Nations' specialized agency for education, UNESCO has been mandated to lead and coordinate the Education 2030 Agenda. Bringing expertise on education governance systems, implementation, monitoring, and evaluation, Drs. Benavot and Naidoo of UNESCO provide insight on the diplomatic interactions that took place to bring education to the forefront of the global development agenda and the coordination necessary to fulfill the vision of SDG 4.

The establishment of teacher education centers is one of the most important teacher education reforms in Taiwan, the purpose of which is to enhance the effectiveness of education by increasing teacher diversity. However, ever since teacher education centers have been established, teaching quality has not improved--or even declined. This study thus endeavors to identify the abilities which are most essential for secondary school teachers and to determine to what extent these abilities are actually learned by the pre-service teachers. The researchers suggest that teacher education centers place practical training at the center of the curriculum.

Canada employs a decentralized model of leadership responsible for the development and delivery of education and training. When compared to other countries in the Organization for Economic Cooperation and Development (OECD), Canada ranks near the top in academic credentials earned, however performs near the bottom of the same list in numeracy and literacy skills. The goal of this paper is to examine the validity of describing education obtained in Canada as a 'Canadian' education. While a definitive response did not present itself, the investigation does reveal opportunity for further research involving curriculum development, educational standards, and funding related barriers to the delivery of post-secondary education.

[This paper is part of the Focused Collection on Astronomy Education Research.] Multiple studies show that spatial thinking skills contribute to students' performance in science, technology, engineering, and mathematics disciplines. The study of astronomy is no different with the understanding of many astronomical phenomena requiring spatial thinking skills. This paper describes traditional and contemporary approaches to characterizing and measuring spatial thinking skills and suggests how they inform research in astronomy education. It summarizes previous literature in astronomy education research and categorizes the research approaches of astronomy education peer-reviewed journal articles and conference proceedings that explicitly consider the role of spatial thinking. Additionally, it recommends directions and curricular approaches for astronomy education research informed by current research in spatial thinking.

Federal legislation has driven and been receptive to the vision of a rigorous, relevant career and technical education (CTE) system integrated with academics and aligned across middle school, secondary school, and postsecondary education. This article uses a social policy analysis approach to trace the history of federal CTE policy throughout the 20th century and the beginning of the 21st century. Through this overview, we demonstrate how federal CTE policy has repeatedly evolved and responded to changing economic and social needs, while also incorporating policy flexibility that has led to variation in program implementation on the state and local levels.

In the first half of the twentieth century, Russian emigrants in China established a network of higher education institutions based on the prerevolutionary Russian educational system. By referring to memoirs and publications in the periodical press, the author traces the history of the most significant educational establishments: Harbin School of Law, Harbin Polytechnic Institute, State Higher Teacher Training Institute, and Institute of Oriental and Commercial Studies. These institutions also played a role in forming the Chinese intelligentsia, with Russian faculty successfully training future engineers, lawyers, Orientalist scholars, teachers, theologians, and musicians. [This article was translated by John Riedl.]

Despite the 1982 "Plyler v. Doe" decision guaranteeing education for undocumented children, access appears to be under threat as some states and localities reconsider existing policy. The basis of these attitudes should be better understood. We are unaware of research that has examined nativist sentiment as a predictor of attitudes toward education policy for "children." Using data from the 2006 Immigration Survey from the Pew Hispanic Center we consider the influence of cultural and economic nativism on attitudes toward education access for immigrant children. Findings show that certain measures of both forms of nativism predict opposition to education access.

This note reports the results of a Delphi panel priority setting exercise for English education research. An initial item-generating survey of 75 English education academics and teachers worldwide was conducted; a thematic analysis of responses generated 31 potential priorities for future research. An adapted Delphi panel consisting of 44 English education experts was invited to take part in two rounds of ranking; four major priorities were identified at the end of the second round. These were as follows: social justice in English education; race in English education; translating research into and out of the classroom; and the nature of the subject of English.
