The development objective of the Cรดte d'Ivoire Productive Social Safety Nets System Strengthening Program for Cรดte d'Ivoire is to increase access of poor and vulnerable households to safety nets programs and improve the performance of delivery systems. The additional financing responds to strong government demand to scale up, consolidate, and innovate the national safety net system in line with the National Development Plan, to translate sustained growth into shared prosperity, strengthen adaptive social protection in the face of climate shocks, deepen inclusion of women and youth, and move beneficiaries toward better jobs. The Bank will work on three areas. First, delivery systems and targeting will be reinforced by expanding and updating the Unique Social Registry (RSU), improving on-demand registration through local โguichets,โ strengthening data quality and interoperability with partner systems, and scaling a social centers model that connects safety net households to Universal Health Coverage (CMU) and its non contributory scheme (RAM), while maintaining a robust payment platform and grievance redress mechanism. Second, access and sustainability of the productive cash transfer platform will be expanded by enrolling new household cohorts and delivering quarterly digital transfers with an enhanced economic inclusion package that includes life skills, savings groups, coaching for income generating activities, productive grants, and structured linkages to partner skills, agriculture, and jobs programs; the program will maintain a service standard of one frontline worker per 250 households, ensure womenโs equitable participation as transfer recipients and trainees, and roll out a digital financial inclusion package to increase active use of savings and payment services. It will also introduce a dedicated, multisectoral package for out of school adolescents and young women that provides gender and life skills โyouth clubs,โ community sensitization on norms, and tailored economic support and referrals to education, health, nutrition, and protection services. Third, the program will consolidate a national shock response mechanism that triggers timely, rules based digital cash support to households affected by climate related hazards, with strengthened local and central capacities and clear operational protocols. Together these actions are intended to extend social protection coverage, improve system efficiency and data use, increase womenโs economic participation and financial inclusion, build pathways to jobs, and enhance resilience to climate and other shocks, with results tracked through standardized monitoring and independent verification.

The development objective of the Strengthening Resilience of the Agriculture Sector Project for Tajikistan is to strengthen the foundations for a more resilient agricultural sector and support emergency interventions to address food and nutrition security in Tajikistan. The additional financing is sought to address cost overruns driven by inflation and market conditions since the original 2020 cost estimates, which created a financing gap of about 25 to 30 percent, and to ensure timely completion of ongoing investments during an extended implementation period. It prioritizes continuity of works under the Agri Logistical Centers (ALCs) for horticulture value chains, including completing construction in Dangara, procuring processing lines for the Dushanbe facility, and developing a public private partnership operational model and farmer aggregation approach to sustain private sector engagement; it also provides limited support to project management during the extended period. The broader areas of work continue unchanged and include: improving seed, seedling, and planting material systems by updating the seed law to align with international practice, supplying high quality inputs to smallholders, and investing in climate resilient seeds and energy efficient storage and laboratory infrastructure; establishing and operationalizing ALCs in Dushanbe, Khatlon, Sughd, and Badakhshan to deliver post harvest services such as cleaning, sorting, grading, packing, cold storage, quality assurance and fumigation, while engaging experienced private operators to reduce losses, enhance export readiness, and create jobs; strengthening public capacity for crisis prevention and management through an Agriculture Management of Information System (AMIS) for production forecasting and early warning, nutrition interventions that combine immediate supplementation for women and children with longer term fortification measures via a National premix Revolving Fund (NRF), awareness on dietary diversity and fortification, expansion of soil testing laboratories to support climate smart precision agriculture, and enhanced locust surveillance and control; and effective project management, fiduciary oversight, environmental and social risk management, monitoring and evaluation, and grievance redress. To date, the project has supported nearly 29,000 smallholders with improved inputs over more than 10,000 hectares, with reported productivity gains of about 20 to 30 percent, completed renovation and digitalization support for the Food Safety Committee central laboratory, and upgraded facilities and equipment for research institutions. Two ALCs in Sughd and Khatlon are under construction and expected to be operational by early 2027, with the Dushanbe facility works underway and remaining sites to follow, while private sector operations are being prepared with International Finance Corporation engagement. Nutrition results include distribution of micronutrient supplements to approximately 1.2 million children aged 6 to 59 months and iron folic acid to about 353,000 women of reproductive age, issuance of a national decree mandating fortification of wheat flour and salt, establishment of the NRF with the first procurement completed and sales to private millers commencing, and continued capacity building for sustained operations. Development of AMIS is progressing with pilot deployment expected by mid 2027, locust management capacity has been reinforced with equipment and approved pesticides, and soil testing capacity is being expanded nationwide. The project continues to deliver climate resilience co benefits by reducing post harvest losses, improving soil and fertilizer management, strengthening pest preparedness, and enabling data driven early warning, while maintaining robust environmental and social measures and stakeholder engagement to ensure equitable access to benefits.

This study investigates the impact of divorce legalization on marriage decisions and intra-household specialization using Chileโs 2004 reform as a case study. Opponents feared that introducing divorce would weaken the commitment value of marriage. Instead, the study documents a reversal of sharply declining trends in marriage rates, marital fertility, and the choice of the community property marriage regime in the 15 years following the law. These effects were most pronounced among highly educated women. The study hypothesizes that the introduction of legal divorce with equal division of marital assets allowed husbands to insure homemakers against the economic risks of informal marital separation, thereby incentivizing specialization and fertility. In support of this mechanism, the study shows that the law caused a large reduction in the labor supply of young women married before the law under community property compared to those married under asset separation, who were not affected by equal asset division. Furthermore, the findings show that the concentration of these effects among the highly educated is driven by their higher levels of household assets, as predicted by simulations from a limited-commitment, collective model of marital investment.
