Oceans and coastal resources are in a state of emergency. Overexploitation, rising levels of marine pollution and plastic, and unmitigated economic growth are pushing ecosystems towards catastrophic tipping points. A blue economy approach offers a path to healthy ocean and coastal resources that underpin thriving and resilient economies. The World Bank has played a vital role in bringing the concept of the blue economy to the global stage and has committed to adopting blue economy principles in its strategies and operations, as well as in its collaborations with key partners.

This guidance note is designed to equip governments and practitioners with implementable insights and a practical how-to framework for formulating and institutionalizing LTSs. It focuses on formulating technically sound LTSs and addresses their institutional integration, which involves embedding long-term low-emission, climate-resilient pathways in planning, budgeting, and decision-making processes across the government so that they can be operationalized through existing policy and fiscal instruments.

Cet atelier a offert aux experts des paiements sociaux des pays participants un espace d’échange sur les principes fondamentaux des mécanismes de paiement social, de découverte de la plateforme Novissi du Togo, et de partage des bonnes pratiques observées à travers le monde. Conçu comme un forum technique, il a visé à encourager des discussions approfondies sur chacun des aspects clés des paiements sociaux. Trois thèmes clés ont structuré les échanges autour de la manière de garantir des paiements : 1. Bénéfiques pour les bénéficiaires ; 2. Performants pour les programmes ; et 3. Favorables à la bonne gouvernance du secteur. Ce document compile toutes les présentations de l'atelier.
