The Country Partnership Framework (CPF) for Benin FY27β36 outlines the World Bank Groupβs strategy to support economic transformation, resilience, and large-scale job creation aligned with Beninβs Alafia 2060 vision. Despite strong macroeconomic performance and steady growth, poverty reduction has been limited due to structural challenges, including informality, regional disparities, and low labor productivity. The CPF focuses on three interconnected pathways: building a skilled and healthier workforce, expanding access to foundational infrastructure, and fostering private sectorβled growth in high-potential sectors such as agribusiness, manufacturing, and tourism. With a strong fragility and inclusion lens, the program emphasizes youth and womenβs employment, institutional strengthening, and regional development. Leveraging a One World Bank Group approach, it integrates policy reforms, investments, and private capital mobilization to accelerate inclusive growth, reduce inequality, and address vulnerability to climate and security risks over a long-term horizon.
