Ratings of the Supporting The Economic Inclusion Of Youth for Morocco were as follows: outcome was satisfactory; Bank performance was satisfactory; M&E quality was modest. Lessons learned include that an integrated design combining training, employment intermediation, and entrepreneurship support is relevant, but it requires synchronized delivery across agencies, streamlined procurement, early market engagement with service providers, and early integration of data systems and evaluation frameworks to fully realize synergies; clear and inclusive targeting consistently applied and resourced yields better outreach and results for women, youth not in employment, education or training, and rural populations; strong territorial coordination that links central, regional, and provincial authorities enhances ownership, coherence, and responsiveness and can catalyze broader integrated territorial development; local service delivery platforms are effective when their quality standards, service packages, and financing arrangements are clearly defined, monitored, and digitized; engaging private and civic providers adds flexibility and specialized capacity, and outcome-linked contracts can strengthen inclusion, quality, and employment results; opening qualifying pathways to non-graduate youth broadens access and works best with territorial mobilization, enhanced support, and alignment to local needs, while entrepreneurship results often improve among slightly older youth with prior vocational or work experience; and women’s insertion is constrained by mobility, care responsibilities, and social norms, requiring non-skills solutions to translate training into jobs. Recommendations include operationalizing integrated packages through a single joint plan with shared milestones and handoffs across implementing entities; using framework agreements or prequalified rosters to reduce procurement delays; applying project-wide inclusion parameters and funding outreach mechanisms such as proximity services and information caravans; strengthening territorial leadership and coordination to embed approaches in regional development programs; adopting mixed financing models that combine base budgets, performance-based payments, and targeted partnerships, with standardized service packages, quality benchmarks, client satisfaction monitoring, independent audits, and digital tools to improve consistency and reach; clarifying the niche of entrepreneurship centers within the ecosystem and pairing technical accompaniment with financial support to avoid competitive disadvantages; allowing flexibility in age eligibility and tailoring support to beneficiary maturity; and addressing women’s mobility and care constraints through transport stipends or shuttles, childcare support, gender sensitive schedules and venues, and employer engagement on workplace norms.
