Based on the existing VMS guidance effect maximization model, Niu’s work puts forth a fuzzyconstraint based VMS programming model. The model makes improvements on the original attenuation factor, increases the constraints of benefitcost, and introduces the fuzzy operator in the constraints; through the discussion of the random error term, providing road information, the study of Xu et al. (2013) determines traffic flow distribution. But none gave a specific calculation model.
