Most nursery schools in Nigeria are privately owned and the governments exert little control, especially on staffing, but the University of Ibaden has instituted degree programs for nursery and primary education teachers. Rationale and program outline are given with emphasis on the physical, social, emotional, and intellectual development and welfare of the children. (JT)
