An Analysis of Uganda’s Rationalization of Public Agencies and Public Expenditure Reform (RAPEX)
Overview & Synopsis
This report provides a foundational account of RAPEX’s intent, implementation, and early lessons to inform subsequent phases. It documents reform objectives and processes, takes stock of progress to date, and distills lessons for managing fiscal consolidation, human resource transitions, and service continuity. Specifically, it aims to: (i) describe the policy formulation and implementation process; (ii) assess emerging fiscal and HR effects before and after rationalization; (iii) benchmark practices from other countries; and (iv) identify areas for World Bank support.
