Africa - Support to Regional Knowledge Capacity on Economic Transformation, Resilience, and Recovery Project
Overview & Synopsis
Ratings of the Support to Regional Knowledge Capacity on Economic Transformation, Resilience, and Recovery for Africa were as follows: outcome was satisfactory, Bank performance was satisfactory, and monitoring and evaluation quality was substantial. Assessing the performance of think-tanks is inherently complex because influence on public discourse and policy is indirect, long term, and difficult to attribute; therefore, future operations supporting think-tanks should adopt tailored results frameworks that objectively capture catalytic and systemic contributions, with designs aligned to the overarching results framework of the Multi Donor Trust Fund. Effective dissemination and transfer of research-based knowledge require more structured collaboration with a broader ecosystem of partners; regional initiatives should purposefully coordinate with multilateral and bilateral institutions, other think-tanks, and NGOs to diversify outreach channels, enhance credibility across audiences, and strengthen policy uptake. Stronger linkages with World Bank–financed operations should be built through structured coordination mechanisms that leverage the implementing agency’s strengths and the World Bank’s convening power to amplify the relevance and application of analytical outputs at national and regional levels. Financial models for think-tanks should be diversified to reduce vulnerability from reliance on donor funding, while maintaining transparency through the open publication of donor identities and contributions to safeguard credibility; projects of this nature should support efforts that improve financial independence and long-term sustainability.
