Ratings of the Access and Quality in Higher Education Project - PACES for Colombia were as follows: outcome was satisfactory; Bank performance was satisfactory; M&E quality was substantial. Lessons learned include that protecting equity objectives in long-term student finance programs requires stable targeting principles and an institution capable of adapting to fiscal, regulatory, macroeconomic, and operational shocks; inter-institutional alliances are an effective approach for system-level objectives that exceed the capacity of individual institutions when supported by clear governance, defined decision-making structures, and implementation protocols; and institutional strengthening components are essential to generate durable, system-wide capability gains, including governance routines, research management, quality assurance, internationalization processes, and modernization of financial, operational, digital, and service-delivery systems. Recommendations flowing from these lessons are to maintain predictable financing and robust institutional arrangements to safeguard continuity for disadvantaged students; design alliances that deliberately combine accredited and non-accredited tertiary education institutions, private sector partners, and international collaborators with shared infrastructure and outputs; embed structured capacity-building elements to institutionalize improvements and enable access to capital markets and alternative financing; and apply a One World Bank Group approach that integrates IBRD lending and Treasury support for market instruments such as social bonds with potential MIGA guarantees to de-risk portfolios and IFC technical assistance to strengthen employability tools, thereby matching the long-maturity, complex nature of national student-finance programs.
