Overview & Synopsis

The development objective of the Enhancing Connectivity in the Northern and Central Agricultural Production Areas of Senegal Project for Senegal is to enhance resilient road connectivity in selected agricultural areas and to support road safety institutional capacity development in Senegal. The additional financing is requested to scale up investments to underserved agro-sylvo-pastoral zones, particularly in the Tambacounda region, where poor all-season access, climate vulnerability, and limited logistics constrain agricultural production, market integration, and access to basic services; it aligns with Vision Senegal 2050, the National Development Strategy, the National Road and Highway Master Plan, and the Country Partnership Framework, and is intended to extend the project’s proven approach to high-potential areas while reinforcing climate resilience and community benefits. The Bank will finance the upgrading of two priority corridors from seasonal earth to climate-resilient paved standards, rehabilitate associated feeder roads to gravel standards, and provide small community infrastructure within five kilometers of the corridors, including markets, schools, health facilities, water points, storage and light processing platforms selected through participatory processes and designed to remain functional under extreme heat and flooding. The project intends to reduce travel times on key links, increase the number of people with all-season access to roads and socio-economic services, and strengthen road safety through safer infrastructure, audits, and continued institutional capacity building, while enabling private investment in agricultural value chains by lowering transport costs and improving first- and last-mile connectivity under the AgriConnect initiative. The scaled-up activities are expected to directly benefit more than two hundred thousand people through improved connectivity, provide tens of thousands with access to all-season paved and feeder roads, promote women’s economic participation via targeted facilities and employment opportunities, and deliver resilient infrastructure and services that support inclusive, climate-informed rural development.
