Kyrgyz Republic - Heat Supply Improvement Project
Overview & Synopsis
Ratings of the Heat Supply Improvement Project for the Kyrgyz Republic were as follows: outcome was moderately satisfactory, Bank performance was moderately satisfactory, and monitoring and evaluation quality was modest. Lessons and recommendations include the need to confirm political-economy fit for each component before approval, especially in multi-component operations, by validating stakeholder support for individual components and prioritizing those with strong ownership to avoid early cancellations. For equipment-intensive infrastructure, regulatory and certification requirements should be addressed as implementation-critical from the outset by mapping local testing, calibration, and standards-recognition steps, and embedding these explicitly in procurement planning, supplier obligations, and schedules, including in bidding documents. Supply chain, logistics, and systems integration risks should be mitigated by securing logistics arrangements in supplier contracts and planning early for interoperability of metering and billing systems, recognizing that digital and metering infrastructure are core to district heating modernization. Energy-efficiency operations should plan early for outcome validation by combining engineering estimates with comprehensive metering evidence and by building systematic post-retrofit measurement and verification into project design to strengthen the evidence base for realized savings. Monitoring and evaluation governance should be strengthened through version-controlled results frameworks and periodic verification of indicators and targets by the task team independent of PIU reporting to prevent errors such as inadvertent target changes and to maintain data discipline throughout implementation.
