Overview & Synopsis

Ratings of the Bangladesh Sustainable Coastal and Marine Fisheries for Bangladesh were as follows: outcome was satisfactory, Bank performance was satisfactory, and M&E quality was substantial. Lessons learned and recommendations are as follows: Community-driven and gender-inclusive approaches delivered the strongest livelihood gains when three features were combined—structured community mobilization, timely access to finance, and complementary services such as skills training and market linkages—and future projects should embed this full package at design with explicit gender targets, budgets, and systematic tracking to reach marginalized groups including women fish processors and youth. Cluster-based aquaculture proved most effective when grant financing, farmer training, applied research, and infrastructure investment were delivered together to address multiple constraints simultaneously, and future operations should prioritize integrated packages over single-constraint interventions to sustain large productivity gains. Fisheries Management Plans will only remain effective with sustained institutional capacity and budgetary commitments; therefore, post-closure arrangements should include dedicated government budget lines and institutionalized capacity-building to maintain data collection systems, on-board observer programs, and monitoring, control and surveillance (MCS) enforcement. Introducing new technology requires rigorous technical and financial due diligence; the pilot vessel monitoring system (VMS) using satellite equipment was cost prohibitive for broad industry adoption and Global System for Mobile (GSM) devices had limited offshore coverage, so future projects should assess feasibility and lifecycle costs early and consider budget provisions or alternative financing models such as partial cost recovery from vessel owners or operators to enable scalable and reliable deployment.
