Cameroon - Electricity Transmission and Reform Project : Additional Financing
Overview & Synopsis
The development objective of the Electricity Transmission and Reform Project for Cameroon is to improve the capacity, efficiency, and reliability of the national electricity transmission network. The additional financing is needed to close a financing gap for resettlement compensation to project-affected persons and to cover cost overruns arising from unforeseen construction conditions, corridor access delays, and emergency scope adjustments required to evacuate power from the Nachtigal Hydropower Facility; its objective is to ensure timely completion of remaining works and safeguard achievement of the development objective. The Bank will support completion of compensation and entitlements consistent with the World Bank Operational Policy on Involuntary Resettlement, strengthen the functioning of the grievance redress mechanism, and maintain independent verification and close-out auditing; it will also help clear transmission corridors, finalize key physical works on the 400 kilovolt Nyom II–Edea line and the 225 kilovolt Garoua–Maroua line and associated substations, integrate new assets into the supervisory control and data acquisition system, and sustain project management, owner’s engineer, third-party monitoring, and non-governmental organization support through project closure. The project intends to fully evacuate power from the 420 megawatt Nachtigal Hydropower Facility, interconnect and stabilize regional transmission networks, unlock new industrial demand in the Greater Douala area, enable cross-border electricity exports to Chad, reduce technical losses and outage durations, and expand wheeling capacity, while consolidating the operationalization of the National Power Transmission Company and reinforcing sector reforms.
