Bolivia - Santa Cruz Road Corridor Connector Project : Second Progress Report on the Implementation of the Management Action Plan in response to the Inspection Panel Investigation Report

Overview & Synopsis

This is the second Progress Report to the Board of Executive Directors (the “Board”) on the implementation of the Management Action Plan (MAP) in response to the Inspection Panel Investigation Report No. 187506-BO, dated February 12, 2024, on the Plurinational State of Bolivia: Santa Cruz Road Corridor Connector Project (P152281, the Project). The Project is a 230 million dollar operation 200 million dollar IBRD loan 30 million dollar IDA credit approved on January 11, 2017, with an original closing date of December 31, 2021. The Project Development Objective (PDO) is to improve transport accessibility along the road corridor between San Ignacio de Velasco and San José de Chiquitos by upgrading the approximately 208-kilometer road connecting these two municipal capitals in the department of Santa Cruz. This includes the construction of bypasses in populated areas, three small bridges, and approximately 300 culverts. The implementation agency is the Bolivian Highway Administration, Administradora Boliviana de Carreteras (ABC). The Project was expected to benefit 125,000 inhabitants, of whom 51 percent are considered poor and 62 percent are of indigenous descent. Considering the upcoming closing date of August 31, 2026, the Bank is currently discussing with the Government a post-closing action plan (PCAP) to address any outstanding environmental and social issues associated with the end of construction works financed by the Bank. This is expected to include closing of associated areas (i.e., camps, industrial areas, borrow pits), mitigation measures in small water reservoirs, where applicable, and road safety aspects.
