Central African Republic - Education Sector Plan Support Project
Overview & Synopsis
Ratings of the Central African Republic - Education Sector Plan Support Project for Central African Republic were as follows: outcome was moderately unsatisfactory; Bank performance was moderately unsatisfactory; monitoring and evaluation quality was modest. Differentiated delivery approaches should be designed as core modalities in fragile, conflict, and violence contexts, with community-based construction, geo-enabled monitoring, and flexible sequencing planned, budgeted, and staffed from the outset rather than adopted reactively. Infrastructure should be delivered as complete school-functionality packages by coupling classrooms with furniture, blackboards, basic teaching tools, gender-segregated water, sanitation, and hygiene facilities, and school governance support, with integrated planning and synchronized delivery to ensure rapid operationalization. Large-scale teacher training and remedial programs must include sustained follow-up through school-based coaching, strengthened pedagogical supervision by inspectorates, measures to stabilize teacher deployment in insecure areas, and built-in rapid assessment tools such as classroom observations and early-grade learning assessments to track practice and learning throughout implementation. Results frameworks need to be realistic and adaptive by setting targets within the project’s sphere of influence, avoiding reliance on national data systems not yet operational, ensuring at least one Project Development Objective indicator per sub-objective, and incorporating contingency data strategies such as special censuses and georeferenced monitoring from the start. Community-level governance mechanisms are cost-effective and resilient but require formal institutional anchoring, recurrent budget allocations, and continued technical support to sustain benefits beyond project financing. In fragile settings, indicators should distinguish access from enrollment; when interventions focus on supply-side access, progress should be measured with access-oriented indicators rather than system-wide enrollment ratios that depend on demand-side levers such as stipends, school feeding, or legal reforms. Ambition should be balanced with selectivity by treating the Education Sector Plan as a strategic horizon, prioritizing a tightly bounded set of high-impact, sequenced interventions agreed with government and partners, recognizing that selectivity is a precondition for effectiveness in fragile contexts.
