Overview & Synopsis

Ratings of the AP Integrated Irrigation and Agriculture Transformation Project for India were as follows: outcome was unsatisfactory, Bank performance was moderately satisfactory, and M&E quality was substantial. Lessons and recommendations are as follows. First, timely fund allocation and more flexible disbursement modalities are critical; predictable fund flows and on‑time payments help sustain contractor engagement and implementation momentum, so stronger mechanisms and legal remedies should ensure the availability of counterpart funds, and reliance on reimbursement could be complemented by direct payments where appropriate to mitigate delays and safeguard portfolio performance. Second, procurement and contract management should be strengthened through regular monitoring of invoices, timebound workflows for interim payment certificates, strict compliance with contractual payment terms, early warning systems, and clear escalation protocols, supported by close coordination among procurement, finance, and legal teams to prevent avoidable delays, contract cancellations, and reputational risks; prompt resolution of payment bottlenecks is essential even when procurement processes comply with regulations. Third, sustainability of gains requires continued institutional support, adequate financing for operation and maintenance, and strong beneficiary ownership; Water Users Association (WUA) capacity should be reinforced to manage infrastructure and water services effectively, with credible operation and maintenance arrangements, regular technical support, and incentives for collective action, and sustainability measures such as cost recovery mechanisms and climate‑resilient management practices should be integrated early to protect productivity and water‑use efficiency improvements beyond project closure; similar handholding and market linkage support are recommended for Farmer Producer Organization (FPO) viability.
