India - PM Surya Ghar Muft Bijli Yojana - Solar Rooftops for Households Program
Overview & Synopsis
This Program Appraisal Document presents the proposed financing by the International Bank for Reconstruction and Development (IBRD), along with support from the Clean Technology Fund and the Livable Planet Fund, to the Government of India for the PM Surya Ghar: Muft Bijli Yojana – Solar Rooftops for Households Program. The program aims to significantly scale up the deployment of grid-connected rooftop solar photovoltaic systems across residential households, contributing to India’s growing energy demand while advancing its commitment to clean energy and climate goals. Specifically, the Program Development Objective is to increase the installed solar rooftop capacity among households and strengthen institutional capacity to effectively implement the national initiative. Through a results-based financing approach, the program supports key interventions, including financial incentives for household adoption, development of innovative business models, capacity building of stakeholders, and enhanced awareness and outreach efforts. It places particular emphasis on expanding access for lower electricity consumption households and strengthening the enabling ecosystem for sustainable market growth. With total program financing of approximately 12.08 billion dollar, the initiative leverages both public and private sector investment to accelerate renewable energy deployment. It is expected to contribute to increased energy security, reduced greenhouse gas emissions, improved air quality, and job creation, while supporting India’s transition toward a low-carbon and inclusive energy future.
