Lao People's Democratic Republic - Integrated State-Owned Enterprises Framework Assessment
Overview & Synopsis
This Integrated State-Owned Enterprises Framework (iSOEF) assessment was initiated at the request of the Ministry of Finance to address growing fiscal pressures linked to state-owned enterprises (SOE) debt and performance challenges. It applies the World Bank’s iSOEF to provide a comprehensive analysis of Lao People’s Democratic Republic (PDR’s) SOE sector, focusing on fiscal costs and risks, governance gaps, and reform priorities. The assessment aims to inform government decision-making and support ongoing reforms to enhance SOE efficiency, transparency, and accountability. The report prioritizes two iSOEF modules: fiscal impact and corporate governance and accountability, reflecting their alignment with government priorities and the significant fiscal risks posed by SOEs in a constrained macroeconomic environment. The analysis draws on various sources of data provided by the Ministry of Finance (MOF) as well as data specifically collected for the analysis. The report provides a representative, though partial, overview of SOE sector performance. Data limitations underscore the need to strengthen institutional capacity for systematic and timely reporting.
