Senegal - Dakar Bus Rapid Transit Pilot Project : Inspection Panel Request for Inspection - Notice of Registration

On August 27, 2026, the World Bank Inspection Panel (the “Panel”) received a Request for Inspection (the “Request”) related to the Bank-financed Senegal: Dakar Bus Rapid Transit Pilot Project (P156186) (the “Project”). The Request was submitted by eight affected persons (the “Requesters”) of the Grand Médine neighborhood in Dakar, Senegal. The Requesters have not requested confidentiality; however, they have expressed concerns about potential intimidation and reprisals. The Request states that the Requesters were “all expropriated from [their] properties in the Grand Médine neighborhood of Dakar as part of the [Bus Rapid Transit (BRT)] BRT project land acquisition.” The Request considers that the Project failed to comply with the Bank’s Operational Policy OP 4.12. Specifically, the Request alleges that the census and valuation conducted on their properties was inadequate, and compensation has been insufficient. The Requesters claim the Project failed to restore their living standards as they relocated to peripheral, low-value neighborhoods far from Grand Médine, which has affected their access to services, employment opportunities, social networks, and their children's access to education.
