Chad - Water Security and Resilience Project : Eligibility Note for the Prevention and Resilience Allocation - Chair Summary
Overview & Synopsis
Executive Directors discussed and approved International Development Association (IDA) support for the Republic of Chad’s Water Security and Resilience Project (PASER) and reviewed Chad’s Eligibility Note for the Prevention and Resilience Allocation (PRA), acknowledging persistent fragility, conflict, and violence challenges including weak institutions, territorial disparities, climate vulnerability, forced displacement, and regional spillovers, while commending a PRA framework aligned with the refreshed World Bank Group (WBG) Fragility, Conflict and Violence (FCV) strategy, the Country Partnership Framework (CPF), and the Risk and Resilience Assessment. Directors supported PASER’s integrated approach combining infrastructure investments, nature-based solutions, and institutional strengthening to address immediate and structural needs, requested conflict mitigation and inclusion measures for displaced populations and replication across sectors, encouraged the International Finance Corporation (IFC) and the Multilateral Investment Guarantee Agency (MIGA) to mobilize private investment, jobs, and business environment reforms and to strengthen partnerships particularly in refugee-hosting and border areas, and confirmed Chad’s eligibility and readiness to access the PRA under the IDA 21 FCV Envelope.
