Government Retreat on Togo’s Development Strategy : Session 5 - Public Sector Governance : Strengthening the State's Strategic and Operational Capabilities
Overview & Synopsis
The success of Togo's structural transformation agenda hinges on the government's ability to deliver concrete results and mobilize private capital at scale. This requires a government with strengthened policy, bureaucratic, and fiscal capacity, and an operating environment based on transparent and predictable rules. Priority reforms can be regrouped under four objectives: (i) adopt a governance structure oriented towards strategic missions, translating sectoral priorities into a limited number of cross-cutting national missions, supported by strengthened coordination mechanisms and digital infrastructure connecting all parts of the administration ; (ii) build a meritocratic, performance-oriented civil service capable of attracting and retaining the specialized skills needed for transformation; (iii) increase the impact of public spending in a constrained budgetary context, by concentrating investment resources on high-impact projects, by mobilizing public-private partnerships to leverage investment capacities, and by using public procurement as a strategic lever for private sector development; and (iv) establish a rules-based model for engagement with the private sector, strengthening tax and regulatory transparency and SOE governance to mobilize the private capital required for strategic priorities.
