Sri Lanka - Climate Smart Irrigated Agriculture Project
Overview & Synopsis
Ratings of the Climate Smart Irrigated Agriculture Project for Sri Lanka were as follows: outcome was moderately satisfactory, Bank performance was satisfactory, and M&E quality was substantial. Lessons and recommendations are as follows. Local coordination mechanisms such as Cascade Management Committees can be effective for multiagency problem-solving where mandates are dispersed, but they need early formalization within government systems, clear roles and accountability, and sustained practical capacity building well before and beyond closure to endure despite leadership turnover. Integrated catchment- and cascade-based rehabilitation, prepared through early design and coordinated implementation, strengthens the sustainability of small-scale irrigation and drives higher productivity by improving water reliability, enabling inter-season cultivation, and raising cropping intensity; future operations should embed maintenance arrangements and financing for priority repairs from the outset to preserve benefits. Establishing producer societies and producer associations is necessary but not sufficient for market linkage and aggregation; a sequential two-tier institutional approach should be paired with parallel cultivation of market readiness through business training, market intelligence, and facilitation with off-takers so that marketable surplus and buyer demand emerge together with production gains. Where a Contingent Emergency Response Component is implemented through a multiproject pooled mechanism, a pre-agreed outcome evaluation framework should be established at activation, including clearly defined sector-specific output indicators, a designated entity responsible for data collection and validation, and agreed attribution protocols across participating projects, to strengthen accountability and enable robust assessment of results.
