Bangladesh - Enhancement and Strengthening of Power Transmission Network in Eastern Region Project : Additional Financing
Overview & Synopsis
Ratings of the Enhancement and Strengthening of Power Transmission Network in Eastern Region for Bangladesh were as follows: Outcome was moderately satisfactory; Bank performance was satisfactory; M&E quality was substantial. Lessons and recommendations include the following: financing structures for multi-year infrastructure exposed to commodity and currency volatility should be calibrated to real disbursement risk, with contingency buffers or contingent financing instruments such as pre-agreed additional financing frameworks that can be activated against clear cost-escalation triggers, rather than relying on lean envelopes that later require reactive adjustments. When large civil works are bundled with institutional reforms, implementing agencies with limited bandwidth tend to prioritize physical delivery; therefore, institutional agendas should be sequenced through stand-alone technical assistance or ring-fenced with dedicated implementation and supervision arrangements, realistic milestones, and protected resources. For linear infrastructure that requires land acquisition in evolving regulatory environments, project design should include explicit legal analysis of pending compensation rules, adaptable resettlement budgeting, and formalized coordination mechanisms with District Commissioners to expedite payments; where feasible, land clearance should be treated as a readiness condition to avoid implementation delays. For first-time or capacity-constrained implementing agencies managing complex design, supply, and installation contracts, supervision support must be complemented by in-house contract administration capacity through targeted training on technical submission review, variation and claims management, and by embedding contract management advisors within the project implementation unit. In unbundled power systems, timely realization of benefits depends on distribution readiness; thus, formal coordination mechanisms between the transmission utility and distribution companies should be established at preparation, with clearly assigned responsibilities and timelines for last-mile interfaces, or, if appropriate, inclusion of critical last-mile works within the project scope to ensure assets deliver service as soon as they are energized.
