Overview & Synopsis

Benin is facing a low-level conflict with spillovers from the Sahel, pronounced territorial disparities in service delivery, a growing youth population confronting limited economic opportunities, noninclusive governance practices, climate-related shocks that heighten vulnerabilities, and signs of stress within the security apparatus, while resilience is supported by political stability, social cohesion rooted in local governance and customary institutions, economic diversification in agriculture, trade, and services, the role of the Port of Cotonou as a regional trade hub, and a proactive prevention agenda by the Government. In the coming years, the Bank will focus on strengthening governance systems and accountability to reinforce the social contract; improving territorial development and public service delivery in underserved areas; accelerating land governance and sustainable natural resource management; promoting economic inclusion and resilience for youth and women with an emphasis on private sector-led job creation; and enhancing security and state presence in fragile zones while building trust with communities. Support will also prioritize institutionalizing community-driven development through decentralized financing mechanisms to deliver services more effectively, strengthening early warning systems, and fostering a coordinated prevention approach across security, governance, and development actors. These efforts will align with the Government’s Programme de Prevention et de Resilience (PREP 2025-2029) and the Bank’s Prevention and Resilience Allocation to stabilize high-risk areas and lay the foundations for durable resilience and inclusive growth.
