Guinea - Country Partnership Framework : Chair Summary
Overview & Synopsis
The Executive Directors discussed the World Bank Group’s Country Partnership Framework (CPF) for Guinea for FY27–33, welcoming its ambitious focus on leveraging mining revenues to invest in human and physical capital, expand economic opportunities, diversify the economy, and promote private sector-led growth. Directors commended the CPF’s One WBG approach, strong alignment with the national development plan “Simandou 2040,” and its selectivity, including priorities such as Mission 300 and AgriConnect. They supported the emphasis on strengthening institutions, governance, and the business environment to create quality jobs, including a corridor approach anchored in Simandou infrastructure and investments in key sectors such as agribusiness, energy, transport, and financial inclusion. Directors also highlighted climate resilience efforts and called for stronger coordination with partners to maximize impact. While acknowledging significant political, governance, and capacity risks, they underscored the need to enhance implementation capacity, maintain program flexibility, and leverage global knowledge and lessons from resource-rich countries.
