Overview & Synopsis

Benin is experiencing strong macroeconomic performance and reform momentum alongside persistent challenges including low human capital, widespread informality, uneven access to basic services, deep spatial inequalities between the south and the underserved north, growing climate risks, and a deteriorating security environment in northern departments. In the coming years, the World Bank Group will focus on three mutually reinforcing priorities to advance resilience with more and better jobs. First, it will strengthen human capital by improving learning outcomes, market-aligned skills, and youth employment, while enhancing quality and integration of health, nutrition, and water and sanitation services, with targeted efforts in underserved and fragility-affected areas. Second, it will expand foundational infrastructure by accelerating electricity access through grid and off-grid solutions, advancing sustainable urban mobility and regional corridor connectivity, and deepening digital connectivity to enable public and private service delivery, all designed with climate resilience and alignment to the country climate and development priorities. Third, it will catalyze private sector led transformation by improving the business environment, crowding in private capital, and supporting job-rich sectors such as agribusiness, tourism, and value-added manufacturing, complemented by initiatives that expand financial inclusion for people and enterprises, strengthen land tenure security, and support women’s entrepreneurship. These efforts will be delivered through a coordinated One World Bank Group approach that sequences policy reforms, public investment, and private solutions, integrates prevention and resilience in the north, and embeds governance, domestic revenue mobilization, institutional capacity building, and adaptive social protection across the program.
