Cambodia - Status of Health Service Delivery : Results of a Mixed Method Study of Public and Private Health Facilities - Policy Note

Overview & Synopsis

This policy note summarizes the findings of a comprehensive mixed-method assessment of service delivery in the public and private health facilities in Cambodia. The study was conducted in consultation with the General Secretariat of the Public Financial Management (PFM) Reform Steering Committee (GSC) of the Ministry of Economy and Finance (MEF), the Ministry of Health (MoH), and the Ministry of Civil Service (MCS). It covers 288 health facilities across 11 provinces, including health centers (HCs) and referral hospitals (RHs) in the public sector, and polyclinics and clinics in the private sector. The study assessed service availability, infrastructure, staffing, medicine, equipment, financing, support systems, and patient experience across both public and private sectors. The public sector sample was nationally representative for HCs and RHs. Over 1,300 structured interviews were conducted, supplemented by 60 in-depth interviews with provincial and district health officials, providers, and patients.
