Paraguay - Country Partnership Framework for the Period FY2027-2034
Overview & Synopsis
The Country Partnership Framework (CPF) for Paraguay (FY27–FY34) supports the country’s transition toward a private sector-led growth model that generates more and better jobs. Aligned with the Government of Paraguay’s Vision 2030, the CPF focuses on strengthening foundational infrastructure, improving human capital, and mobilizing private investment to enhance productivity, competitiveness, and economic resilience. The program is structured around two pillars: Investing in Resilient Foundational Infrastructure, which aims to improve transport connectivity, energy reliability, climate resilience, health services, education, and workforce skills; and Mobilizing Private Investment, which supports regulatory reforms, access to finance, capital market development, and value-chain upgrading in agribusiness, forestry, energy, and manufacturing. Through coordinated efforts by IBRD, IFC, and MIGA, and in partnership with other development institutions, the CPF seeks to attract significant private capital, expand financial inclusion, strengthen institutions, and create sustainable employment opportunities while fostering inclusive and resilient economic growth across Paraguay.
