Türkiye - Renewable Energy Integration Project
Overview & Synopsis
Ratings of the Renewable Energy Integration Project for Turkey were as follows: outcome was satisfactory; Bank performance was moderately satisfactory; M&E quality was modest. Lessons and recommendations are as follows. First, sustained and well-targeted capacity building embedded within investments is essential for integrating large-scale renewable energy; practical, learning-by-doing support for grid operations, environmental and social management, and procurement built lasting capabilities, as evidenced by establishment of a dedicated wind unit and a Renewable Energy Resource operator function, and should be institutionalized in future operations. Second, flexible project design and implementation arrangements help mitigate operational, environmental, and social risks; maintaining a well-prioritized pipeline, enabling substitution of subprojects when land or social constraints arise, and recycling procurement savings into ready investments preserved outcomes and should be planned from the outset. Third, digitalization delivers the greatest value when treated as a structural requirement rather than a supplementary add-on; co-designing and procuring digital systems such as Supervisory Control and Data Acquisition and Energy Management System platforms and protection upgrades alongside physical assets, coupled with continuous staff training, improves real-time observability and operational reliability (for example, achieving near-universal remote monitoring coverage) and should be a core element of transmission projects. Fourth, stronger procurement resilience is needed to withstand shocks; assessing contractor financial robustness and supply chains, favoring firms with in-house manufacturing capacity, encouraging qualified international participation, preparing a pre-appraised reserve list of subprojects, and incorporating price adjustment mechanisms can reduce mid-implementation distress and safeguard delivery.
