Overview & Synopsis

The development objective of the West Africa Coastal Areas Resilience Investment Project for Senegal is to strengthen the resilience of targeted communities and areas in coastal Western Africa. The additional financing is required to address cost overruns and implementation delays driven by sea conditions, supply constraints, inflationary pressures, and site-specific design adjustments at a United Nations Educational, Scientific and Cultural Organization World Heritage Site, and to complete dissemination of prepared strategies and plans and sustain project coordination; it includes a 12‑month extension of the closing date to June 30, 2027, without changing the project scope. The Bank will support policy and institutional actions to operationalize and disseminate integrated coastal zone management instruments, including the National Integrated Coastal Zone Management Strategy and its five-year action plan, and to strengthen the National Coastal Observatory through early warning and Geographic Information System platforms and a participatory monitoring network. Regional coordination will be advanced through a harmonized coastal monitoring plan for the Senegal River Delta with Mauritania and roadmaps for joint coastal management with The Gambia, Guinea‑Bissau, and Cabo Verde. Physical and social investments will focus on completing priority coastal protection around Gorée Island by extending the eastern dike near the Mariama Bâ High School, rehabilitating the school’s protective wall, stabilizing the mosque embankment, and delivering landscaping and a promenade consistent with cultural heritage standards, alongside income-generating activities such as improved market stands for women and youth artisans. National coordination will be sustained through Project Implementation Unit staffing and operations, reinforced procurement and fiduciary management, and technical assistance to capture lessons and finalize feasibility and related technical documents for future programs. The project intends to finish ongoing works to protect critical assets, reduce exposure to erosion and flooding, strengthen livelihoods and citizen satisfaction, and make integrated coastal management instruments and monitoring fully operational, thereby consolidating climate resilience and institutional capacity; safeguards instruments remain applicable, risk management will continue through close supervision and a functioning grievance redress mechanism, and results reporting will be aligned with regional practice, including revising the livelihood beneficiary indicator to count people.
