Indonesia - Disaster Resilience Initiatives Project
Overview & Synopsis
Ratings of the Indonesia Disaster Resilience Initiatives Project (IDRIP) for Indonesia were as follows: outcome was moderately unsatisfactory, Bank performance was moderately unsatisfactory, and M&E quality was modest. Establish clear mandates, interoperability protocols, and empowered coordination mechanisms early to enable integrated multi-hazard early warning systems to function as end-to-end services across agencies; these governance and technical foundations should be finalized during preparation or at the outset of implementation rather than deferred. Sequence complex information and communication technology and systems-oriented disaster risk management investments realistically, ensuring mature technical designs, prepared procurement, implementation support capacity, and consensus on key design choices before scaling; phase architecture, testing, and institutional buy-in ahead of full rollout, particularly in projects prepared under emergency or condensed procedures. Strengthen early identification, escalation, and management of fiduciary risks through proactive monitoring, timely alignment of ratings with emerging issues, and robust transaction-level controls to address documentation gaps, fragmented transactions, and delays in procurement system compliance. Treat community-level preparedness as an early-results pillar that complements longer-term systems investments by pairing systems development with outreach, training, and village-level preparedness to build trust, demonstrate progress, and improve preparedness outcomes during implementation. Design local government preparedness investments around operational readiness by defining readiness standards upfront and linking infrastructure and equipment to staffing, operating budgets, standard operating procedures, training, maintenance, and regular drills so assets are used and sustained effectively. Strengthen last-mile dissemination, delivery testing, and quality assurance as core elements of warning effectiveness by investing in reliable dissemination channels, trained local focal points, routine testing and drills, and rigorous end-user delivery checks so warnings reach at-risk populations in time and in actionable form.
