Nigeria - Ogun State Economic Transformation Project
Overview & Synopsis
Ratings of the Ogun State Economic Transformation Project for Nigeria were as follows: outcome was moderately satisfactory; Bank performance was moderately satisfactory; M&E quality was modest. Lessons and recommendations are as follows. Design project development objective indicators to capture effective operationalization and outcomes, not just enabling conditions, for example tracking the number of operational off-taker arrangements, produce volumes transacted, job quality and duration, and income changes. Coordinate across concurrent operations to avoid duplication and complexity by conducting joint design reviews to identify overlaps, gaps, and interdependencies. Reflect true costs in financing and use restructurings proactively as new information emerges to address misaligned incentives, dual financing, and infeasible activities. In value chain interventions, embed stronger private sector incentives from the outset by deploying access-to-finance tools, risk-sharing mechanisms, and de-risking instruments for input suppliers and off-takers to sustain alliances beyond subsidies. Identify political economy risks early and mitigate them by establishing clear procurement delegation thresholds, approval timelines, and escalation paths within the Project Implementation Manual (PIM). Adopt a multisectoral approach that simultaneously advances the investment climate, skills, and targeted sector interventions to catalyze private sector growth. Ensure adequate procurement capacity, realistic civil works timelines, prior review for complex packages, timely escalation of delays, and prudent use of funds, minimizing procurement of operational assets such as vehicles and linking them clearly to implementation needs. Mitigate continuity risks from task team changes through planned transitions, documented handovers, and stable leadership to preserve institutional memory and supervision consistency.
