Overview & Synopsis

The implementation of public policy and administration reforms, including deployment of systems, is more complex than generally assumed. Coalition building and change management (CB and CM) mobilize and motivate leaders and stakeholders to think and behave differently, to coordinate, and to work together in new ways. The objective of this toolkit is to support the implementation of development reforms and policies through an integrated and evidence-based approach to CB and CM. The toolkit presents an integrated approach that consolidates tools from various fields including political economy, change management, stakeholder engagement, and communication. This toolkit is meant to be a broad introduction to the field and to curate existing tools. It therefore takes stock of the existing tools and evidence supporting their efficiency and provides general guidance to a reformer or a project team for the development of a strategy. Chapter 1 outlines the reform and implementation challenges that can lead to programs and projects not reaching their objectives. Chapter 2 provides a rationale for the toolkit and reviews the academic and experiential evidence for the tools proposed. Chapter 3 presents the main process and tools used as part of scoping and diagnostics to establish the foundational knowledge and contextual awareness for CB and CM plans. Chapter 4 provides guidance on the design and implementation of the leadership and skills pillar of the CB and CM plan. Chapter 5 provides guidance on the multistakeholder engagement pillar and introduces several practical tools for multistakeholder engagement. Chapter 6 provides guidance on the strategic communication pillar. Chapter 7 provides guidance on monitoring and evaluation for CB and CM plans. Chapter 8 provides final reflections and discusses future directions of CB and CM work under the Coalitions for Reforms (C4R) program.
