Uzbekistan - Solar and Renewable Energy Storage Project
Overview & Synopsis
Ratings of the Uzbekistan Solar and Renewable Energy Storage Project for Uzbekistan were as follows: outcome was satisfactory, Bank performance was satisfactory, and M&E quality was substantial. Lessons learned indicate that integrated World Bank Group support that combines policy engagement, transaction advisory with standardized documentation and competitive procurement, and risk-mitigation instruments can effectively mobilize private investment in renewable energy and storage at competitive costs to the offtaker. The project demonstrated the feasibility and value of co-located solar plus battery energy storage system (BESS) solutions and highlighted the catalytic role of the International Bank for Reconstruction and Development payment guarantee in enhancing bankability and attracting international financing. Standardized, bankable documents and transparent tenders were critical to delivering cost-efficient and scalable independent power producer (IPP) transactions. As the first World Bank guarantee operation globally to back a grid-scale BESS and the first utility-scale co-located solar-plus-storage facility in Central Asia, the operation provides a replicable model and confirms that payment guarantees must be paired with parallel sector and offtaker reforms to sustain outcomes in a transitioning power market. Operational lessons emphasize the need for early and continuous strengthening of environmental and social management systems, particularly at the contractor level, and proactive supervision to address challenges typical of complex engineering, procurement, and construction environments. Aligning guarantee-supported investments with broader reforms, including tariff adjustments, offtaker financial sustainability, and market restructuring, is essential to maintain investor confidence and ensure long-term results. Effective delivery benefits from structured engagement among government, the offtaker, the regulator, lenders, and communities, as well as from dedicated supervision budgets and staff for guarantee monitoring. The partial achievement of some indicators at closing due to commissioning delays underscores the importance of realistic scheduling and implementation-readiness planning. Recommendations include further standardization of risk-mitigation frameworks, continued integration of guarantees with sector-wide engagement, and sustained support for system studies and grid readiness to accelerate scaling of renewables and emerging technologies such as storage.
