Armenia - Second Green, Resilient, and Inclusive Development Policy Operation
Overview & Synopsis
Ratings of the First and Second Green, Resilient and Inclusive Development Policy Operation for Armenia were as follows: overall outcome was moderately satisfactory, relevance of prior actions was satisfactory, achievement of objectives (efficacy) was moderately satisfactory, and Bank performance was satisfactory. Key lessons and recommendations are as follows. First, invest early and consistently in capacity building across implementing institutions to secure effective and sustained execution of technically demanding reforms such as climate-informed public investment screening, environmental impact assessments, regulatory impact assessments, and state aid evaluation; targeted technical assistance should be paired with dedicated resources and staffing plans in ministries and oversight bodies to mitigate capacity risks. Second, preserve flexibility in programmatic development policy operations to adapt to shocks and shifting priorities; the ability to recalibrate prior actions and mobilize concessional resources to respond to a refugee influx proved instrumental and should be built into future series. Third, design robust, impact-oriented results frameworks that ensure indicators are clearly attributable, measurable with available data, and closely linked to the supported actions; where needed, establish taxonomies and data systems ex ante (for example, green lending classifications) and prefer outcome or enforcement indicators over procedural counts vulnerable to exogenous variation. Fourth, calibrate targets with appropriate ambition and institute mid-course reviews to adjust milestones based on implementation progress, avoiding conservative targets that mask performance or overly optimistic ones that hinge on external factors. Fifth, formalize responsibility for results tracking within government by embedding DPO indicators into line ministry and agency key performance indicators, setting data collection protocols and update schedules, and aligning these with budget and reporting cycles to strengthen ownership and accountability. Finally, link policy reforms to complementary investment and advisory instruments to reinforce outcomes, for example blending market finance with targeted public incentives for energy efficiency renovations, coupling primary health care payment reforms with universal health insurance rollout, and backing mediation mandates with mediator accreditation and public awareness campaigns to sustain justice sector efficiency gains.
