Haiti - Municipal Development and Urban Resilience Project
Overview & Synopsis
Ratings of the Municipal Development and Urban Resilience Project for Haiti were as follows: Outcome was satisfactory; Bank performance was moderately satisfactory; M&E quality was substantial. Lessons learned indicate that in fragile, conflict-affected, and climate-exposed contexts, project ambition must be calibrated to verified implementation readiness, with safeguards instruments, resettlement site identification, and core Project Implementation Unit staffing sequenced and in place before approval; future operations should adopt conservative targets, phased scopes, and durations aligned to institutional capacity. Effective delivery requires early identification of binding constraints and decisive pivots through timely restructuring when assumptions fail, rather than persisting with high-risk subcomponents; teams should establish clear decision triggers, maintain candid supervision, and reallocate resources to achievable, PDO-aligned activities. Portfolio-level flexibility and complementarities across operations are critical to sustain outcomes amid shocks; projects should be designed with explicit cross-project linkages, shared pipelines, and contingency pathways to transfer contracts or activities when financing envelopes or security conditions change, while using emergency components as innovation platforms that inform subsequent operations. Sustainability depends on anticipating risks from external dependencies and ensuring maintenance; designs should avoid reliance on parallel investments outside the project’s control without scenario-based fallbacks, secure waste management and asset upkeep solutions early, and embed realistic operations and maintenance arrangements backed by predictable financing, institutional roles, and behavioral measures such as community engagement and solid waste management. Recommendations flowing from these lessons are to: require completion and disclosure of key safeguards and site readiness prior to Board; set phased, context-appropriate results frameworks with strong monitoring baselines; establish restructuring protocols and portfolio coordination mechanisms to enable rapid reallocations and transfers; plan for sustainability through early definition of maintenance responsibilities, funding channels, and risk-mitigation measures; and incorporate capacity-building that strengthens municipal financial management and accountability to support long-term asset preservation.
