Overview & Synopsis

Ratings of the Emergency Project to Combat the Food Crisis in Cameroon for Cameroon were as follows: Outcome was moderately satisfactory, Bank performance was moderately satisfactory, and monitoring and evaluation (M&E) quality was modest. Lessons and recommendations are as follows. First, early readiness and timely contracting are essential for emergency operations; contracting with delivery partners, fiduciary systems, procurement plans, and partner agreements should be secured before or immediately after effectiveness, using simplified procurement and pre-negotiated partnership frameworks when feasible, and strengthening fiduciary capacity through early training for local implementing partners in financial management. Second, resilience-building should be integrated with short-term assistance only when timelines allow maturation; in a 36-month emergency, prioritize short-cycle interventions and either lengthen the timeline for systems and institutional work, de-scope those ambitions, or sequence them in a follow-on operation of 4 to 5 years. Third, multi-partner delivery models require simplified architecture and clear coordination; limit primary delivery partners to four or five, settle partner agreements before implementation, adopt a single fiduciary arrangement where possible, designate a lead agency when appropriate, and resource the project implementation unit proportionally for contract management, monitoring, and fiduciary tasks. Fourth, resilience should be measured with multiple indicators rather than a single platform-dependent metric; use a set that captures physical assets, household adaptive capacity, and institutional systems, complemented by at least one indicator of institutional change, relying primarily on project data to avoid dependence on information and communications technology deployment timing.
