Overview & Synopsis

This report presents a case study of Saudi Arabia’s curriculum transformation through the establishment of the National Curriculum Center (NCC) during 2024–2026. The report examines how the NCC was created as an independent national institution to strengthen curriculum governance, improve curriculum quality, and support the Kingdom’s Vision 2030 goals of developing a future-ready education system aligned with labor market needs and national priorities. The study highlights Saudi Arabia’s shift from a content-focused education model to an outcomes-based curriculum framework that emphasizes knowledge, skills, values, critical thinking, problem-solving, and lifelong learning. It describes the NCC’s role in developing national curriculum standards, quality assurance mechanisms, curriculum licensing processes, research and innovation functions, stakeholder engagement strategies, and digital curriculum management systems. A key focus of the report is the collaboration between the NCC and the World Bank, which supported the development of four foundational workstreams: curriculum quality assurance, strategic stakeholder engagement, results and impact measurement, and cognitive load in curriculum design. These initiatives aim to create a coherent, evidence-informed curriculum system that continuously improves through assessment data, implementation feedback, and stakeholder input. The report concludes that establishing strong governance structures, integrated curriculum frameworks, research-based decision making, and effective coordination across educational institutions are critical for building a sustainable, high-quality curriculum system. It positions the NCC as a central driver of curriculum innovation and educational improvement in Saudi Arabia while contributing lessons for other countries undertaking curriculum reform.
