Sao Tome and Principe - Safeguarding Access to Fiscal and Educational Resources Project
Overview & Synopsis
Ratings of the Safeguarding Access to Fiscal and Educational Resources Project for Democratic Republic of Sao Tome and Principe were as follows: outcome was highly satisfactory, Bank performance was satisfactory, and M&E quality was substantial. Lessons and recommendations are as follows. First, multisector crisis-response designs can be effective when a clear causal link exists between sectors and a shared fiscal constraint, as demonstrated by using emergency education financing to leverage energy reforms; future teams should confirm the causal pathway and political feasibility before adopting such cross-sector linkages. Second, combining investment project financing with performance-based conditions can sustain reform momentum while directing resources to priority expenditures; this IPF-PBC approach is recommended in fragile and crisis settings to maintain services and advance tangible operational reforms across implementation rather than around a single disbursement event. Third, strong government ownership and sustained political commitment are decisive in politically sensitive reforms; teams should invest early in building high-level alignment across central ministries, use PBC leverage judiciously to secure a few critical and irreversible actions, and preserve trust by aligning milestones with government priorities. Fourth, prior analytics and sustained sector engagement markedly improve speed and quality; country teams should maintain up-to-date diagnostics, technical assistance, and implementation-ready fiduciary support to shorten timelines and avoid procurement and financial management delays, especially in low-capacity settings. Fifth, PBCs should have a clear line of sight to the next reforms they are intended to unlock; project documents should explicitly map each milestone to downstream actions, document realism, and plan sequencing through follow-on instruments, such as development policy operations, to carry forward tariff, utility governance, and private participation measures necessary for durable fiscal relief.
