Overview & Synopsis

The development objective of the Turkiye Earthquake Recovery and Reconstruction Project for Turkiye is to restore access to essential municipal and health services and resilient housing in selected provinces affected by the February 2023 earthquakes. To address the remaining unmet demand from confirmed rightsholders who continue to live in temporary shelters, the additional financing scales up rural housing reconstruction by supporting an additional 3,000 units under the rural housing component, increasing overall results targets to 7,600 reconstructed rural residential and livelihood units benefiting an estimated 26,570 people and aligning implementation with the continued emergency status in affected areas. The Bank will focus this additional financing on Subcomponent 3.1 by delivering in situ and, where necessary, resettlement-site reconstruction of augmented rural housing complexes that include the dwelling, household utility connections, rural roads, street lighting, and social facilities within parcel boundaries; all structures will comply with current Turkish seismic codes and achieve at least Class C energy performance through improved siting, orientation, thermal insulation, and water-efficient fixtures, with natural ventilation features and readiness for renewable energy connections, while applying green and nature-based solutions for stormwater management, heat stress reduction, and improved albedo, and ensuring universal access. Implementation will continue to follow a build-back-better approach that integrates climate adaptation and mitigation, promotes energy and water savings, and applies the World Bank Environmental and Social Framework with site-specific instruments, strengthened citizen engagement and grievance redress mechanisms, and enhanced occupational and community health and safety oversight. In parallel with ongoing activities to restore municipal water, sanitation, and related services and to reestablish health service delivery—including mobile health units and Family Medicine Centers—the project intends to accelerate safe returns, stabilize livelihoods in rural areas, and improve social outcomes, including strengthened tracking of antenatal care in earthquake-affected provinces and in Family Medicine Centers supported by the project. Overall, the additional financing is expected to speed recovery, enhance resilience to seismic and climate risks, and consolidate gains across housing, municipal services, and health in the targeted provinces.
